Toby Lee Shavers is a character in the xXx franchise portrayed by actor Michael Roof. He appears in the original film xXx and the sequel xXx: State of the Union, the only character to do so besides Augustus Gibbons. He is an NSA agent involved with the XXX Program. Typically he provides comic relief as he is much less combat experienced than his teammates.
